Finally visited Durango in August of 2006 and tracked down this dog park. It's NOT EASY TO FIND but worth it if you get there. When you get to the corner of Hwys 160 and 550, look SW toward the river & the mountain (that's Smelter Mtn, by the way) and that's the dog park! It's 5 acres of scrub and hill with access to the river. When I was there, the city was having a dispute with squatters (!) on their land next to the "designated parking area", so don't park by the trailers just west of the dog park. The designated spaces are on the edge of the disputed area, right along Highway 160 as it comes down the hill from the west. There's a handicapped space and one other. Don't be tempted to use the handicapped space unless you can use it legally. And if your dog is easily scared by traffic, be sure you have your dog well under control as you have to walk along very speedy, busy Hwy 160 to get to the park entrance. Be sure to visit LeeAnn and her pups just up the hill on 160 at Healthy Hounds & Fat Cats (shop and doggie daycare -- 21738 US Hwy 160 West). If you're taking the Durango/Silverton train or spending a full day doing any of the wonderful other things available in the four corners area, you can leave your pup with LeeAnn for a safe and healthy day of care, go do your thing, and pick up your happy, tired dog at the end of the day. (She did NOT pay me to say this -- I heard about her while on the train and then actually ran into her while taking photos of the dog park.)
